Alert Note: Flash Floods in Central, Eastern and South-Eastern Afghanistan, with Severe Impact in Nuristan Province

Between 20 and 25 July 2026, intense monsoon rainfall triggered sudden and destructive flash floods across central, eastern and south-eastern Afghanistan. This is a distinct new rapid-onset event, occurring after the application window for DERF Call 26-013-RO had closed. The most severe impact has been reported in Parun City, Nuristan Province, while flooding also affected communities in Nangarhar, Laghman, Kabul, Kapisa, Panjshir, Parwan, Logar, Maidan Wardak, Paktika, Paktia, Khost and Ghazni. In Parun, at least 23 people were killed, approximately 125 injured and others reported missing. At least 92 houses were destroyed or damaged, while markets, a health clinic, farmland, livelihood assets, roads, bridges and water infrastructure were affected. Damage to the water network disrupted access to safe drinking water for approximately 1,000 families. Remote communities remain difficult to reach because of damaged roads, mountainous terrain and weak communications. Affected households urgently require emergency shelter and household items, safe water and sanitation, food or multipurpose cash assistance, emergency healthcare and protection support. Children, female-headed households, pregnant and lactating women, older people, persons with disabilities, returnees, displaced families and households dependent on farming or daily labour face heightened risks. OCHA is coordinating the response with ANDMA, provincial authorities, UN agencies and humanitarian partners. However, assessments and assistance remain incomplete in remote areas. SUAO’s field assessment in Parun on 28 July, including site visits and consultations with OCHA and local authorities, confirmed that existing assistance remains substantially below assessed needs, requiring rapid supplementary support for underserved households.
