Overordnede mål

IDPs and war-affected communities in the South Caucasus (specifically in the Tbilisi-administered territories of Georgia and in Abkhazia as a self-declared entity) enjoy their rights and entitlements prescribed in national and international legislation without obstacles.

Umiddelbare mål

At the end of the project, the target CSOs in the region have increased institutional capacities, knowledge and skills to advocate for the rights and entitlements of their constituent IDPs and war-affected communities.

Målgrupper

In Georgia proper the target groups of the project consists of: • IDPs living either in collective centres or private accommodation in the regions of Shida-Kartli and Samegrelo-Zvemo Svaneti who experience restricted access to their rights to a solution from the Government; • IDP focussed CSOs who will form the pro-integration alliance to advocate to the Government to meet its obligations to IDPs; • CSOs in Abkhazia which recognise the need to advocate but lack resources to do it effectively; • Duty bearing Ministries in the Government of Georgia and local authorities in Georgia proper; In Abkhazia the primary target group consists of: • Citizens who are unable to represent their needs and views effectively towards duty-bearers in charge, and thereby unable to participate in local and national decisions affecting target communities; • Special groups in need of protection like the Georgian-speaking population which makes up approximately 20% of the population; • Smaller CSOs which will be identified at the start of the project and whose understanding of advocacy and capacity to advocate will be built by the project; • The duty-bearers in charge of rule of law who will be sensitised to the benefits of cooperating with Civil Society.

Resume

The overall project objective is to allow the internally displaced and other vulnerable groups in the South Caucasus to better exercise their rights in accordance with international standards. A strong civil society is instrumental to ensure these rights are secured and promoted which DRC strives to encourage through different angles. By building up long-standing partnerships with and capacity building NGOs, CBOs, local associations and grassroots initiative groups, DRC will through the project further advocate for the rights of unprotected groups and seek to influence political, economic and social processes and decisions at multiple levels. DRC will specifically strengthen three primary partners' organizational capacity and support their internal development to increase the efficiency of their civil society engagement. This will not only allow effective advocacy for the rights of the internally displaced and other vulnerable groups but also improve service delivery for underserved categories of the population.
