The programme aims to uphold and develop the anchor role of village communities in Northeast India as the primary custodians of their wellbeing and the fulcrum for civil society and local leadership-based poverty alleviation, progress, as well as revitalisation of traditional values and cultures, in their communities. The programme targets village communities in three selected programme areas located in the states of West Bengal and Odisha, and addresses three primary domains, pertaining to food sovereignty, local eco-livelihoods, and intergenerational lifelong learning. By adopting the constitutional role and the public platform of a ‘Gram Sabha’ (Village Council), as mandated by the Indian Constitution, the programme aims to enable and empower community-based organizations (CBOs) to take on the proactive role of defining, facilitating, and managing change interventions within and around their communities.
