This programme by RAISE and its Ugandan partner ISER aims to strengthen social protection for older persons in Uganda by aligning RAISE’s technical expertise with ISER’s strategy to improve access to social protection and social services through legal/policy reforms, evidence-based advocacy and grassroots empowerment. The programme targets systemic barriers like age-based exclusions and underfunding of social protection through research, budget analysis, and community mobilization. Civil society capacity is bolstered via training, advocacy toolkits, and peer-learning forums, enabling local CSOs to drive accountability. By advocating for more inclusive policies (e.g., lowering eligibility ages, increasing funding), the programme aims to expands benefit coverage, lifts older persons out of poverty, and ensures their participation in decision-making. This rights-based approach delivers immediate relief while fostering long-term social inclusion and dignity for Uganda’s older persons.
