The action will specifically target 15.000 vulnerable children from the two high-risk cities Dasmarinas and Iligan City selected based on their potential exposure to exploitation (location) and vulnerability level (socio-economic situation), including an expected 75-100 rescued victims during the intervention period. a. Key Preventive Actors are the Department of Education (DepEd) (national, Region 4A, Region 10, and division level DC and IC); Department of Social Welfare and Development (DSWD) (national, Region 4A, and Region 10), City Social Welfare and Development Office (CSWDO) of DC and IC, LGUs of DC and IC, 30-50 community organizations, 5-10 public and private schools. In addition to these, advocacy to improve and institutionalize OSEC prevention will be conducted mainly through The Philippine Inter-Faith Movement Against Human Trafficking (PIMAHT). b. Key Justice Operators include the Department of Justice (DoJ) - Inter-Agency Council Against Trafficking (IACAT), Philippine National Police Women and Children Protection Center (PNP-WCPC) and field units, National Bureau of Investigation - Anti-Human Trafficking Division (NBIAHTRAD); LGUs of DC and IC, and DSWD National Capital Region, Region 4A and 10; DSWD Municipal and City Social Welfare Offices. c. Key Aftercare Providers are Department of Social Welfare and Development (DSWD) and 10-15 shelters and residential care institutions.
Resume
The EIDHR is a “niche instrument” under the European Commission. Calls for proposals under this instrument are designed to support small-scale and innovative actions by civil society organisations in the field of human rights and democracy. Partners will apply for funding under "Lot 1: Support to the fight on violence against children" with a specific objective “to support the work of civil society organisations in addressing the needs of vulnerable and marginalised groups with a particular focus on supporting the empowerment of these groups to claim their rights.” A requirement of the EIDHR is that applicants provide match funding equivalent to at least 25 percent of the total project budget. CISU's amount will cover the major part while Viva Denmark will provide the remaining funds.
