The overall development objective of this project is to demonstrate and document, through a pilot project how cross sectorial national disability related policies can be translated into local inclusive services for children with disabilities and their families, thus avoiding children being separated from their families. A growing global care reform movement are working to support governments all over the world to transition away from residential care and instead set emphasis on prevention. This year a study was completed in Nepal which argued for the deinstitutionalization of 8,000 children with disabilities. While welcomed by a broad section of duty bearers it was blatantly obvious that in order to commence the closer of residential facilities local services need to function. Although many services exist on paper few families have been able to access them. Local government and parents are among those who be capacity strengthened so the local services are brought into play.
