The "Empowering Inclusion" project strengthens community-based respite care in Ukraine, preventing institutionalization and addressing war-related challenges. Led by Djerela (Ukraine) and AMIS (Denmark), it expands respite care services, builds NGO capacity, and advocates for formal government recognition and funding. By piloting scalable respite care models, training 20 NGOs in service provision, advocacy, and fundraising, and empowering 100 self-advocates, the project ensures long-term sustainability and policy impact. It aligns with Ukraine’s disability reforms, positioning respite care as a recognized social service and a foundation for small group homes. The project integrates direct service delivery with NGO capacity-building and advocacy, engaging policymakers, civil society, and media to secure legislative change and public funding, ensuring a sustainable, rights-based care system in Ukraine.
