Overall targets
Children in Rwanda, Kenya, Tanzania and Zanzibar who have lost or are at risk of losing parental care receive quality alternative care and protection in their best interests
Immediate targets
1. Capacity development: Child protection actors have capacity to provide and support quality care and protection for children in alternative care. 2. Systems strengthening: Systems and structures support and provide quality alternative care services and protection to children living in alternative care or in need hereof. 3. Advocacy: National governments implement policies, regulations and services that support quality alternative care and protection.
Target groups
Direct target group (minimum): 600 children, 525 caregivers, 530 PSWs and 585 social service and financial support workforce, 300 SOS staff and 140 staff from other organisations. Indirect target group (estimate): Line Ministries in charge of social welfare and children. National and international networks. 6000 children, 4000 caregivers reached through improved services by PSWs and the social service workforce. In addition the general public will be reached through media campaigns.

Community Action for Quality Alternative Care and Protection in Kenya, Rwanda, Tanzania and Zanzibar is the second phase of a regional programme. The programme aims to improve quality in family- and community based care for the most vulnerable and marginalised children in East Africa who grow up outside of their family of origin. The interventions empower alternative caregivers and improve their parental skills while developing the social service workforce that support them and strengthening support systems for improved supervision, accountability and transparency. The programme has a strong focus on research and documentation to detect promising practices and existing gaps in child protection systems in order to inform policy dialogue, advocacy, knowledge sharing and building strong partnerships for change. Child and youth participation remain a key priority to make sure that their best interests are protected and that no one is left behind.
