1. 7 regional chapters with capacity for scientific youth-driven investigation generating quality data on the effectiveness and popular perception of the Justice and Security Operators (JSO) to sustain evidence-based advocacy 2. Target groups
Primary target groups - 21 youth leaders (3 from each region) and 210 youth participants (30 from each region) from local CSOs - 18 CSOs from 7 Regional Chapters The project counts with two primary target groups. The first comprises 21 youth leaders (3 from each region) and 210 youth (30 from each region). All of them have completed the Security101 training programme developed through Youth performing social audit. This means they possess a solid knowledge of accountability mechanisms and the role of Security and Justice Operators (JSOs) in Honduras, providing them with the best possible basis for receiving training on and implementing youth-driven investigation and advocacy . In the project, the youth in each Regional Chapter will be organized into three groups of 10, each responding to 1 youth leader who will be responsible for leading the group in the implementation of investigations (APJ Index and Youth Safety Perception Index) and mobilization (social advocacy). In meetings with decision-makers, the youth leaders will present proposals developed in collaboration with their peers to ensure that the entire group is given the chance to participate and influence on the reform and policy proposals. The second primary target group is made up of the CSOs in the Regional Chapters from which the youth pertain. Through the project, these organizations will be capacitated on working strategically with youth-driven advocacy and will go through a certification process in Organizational Development, ensuring their financial and organizational sustainability. The CSOs play an important role at the local level as project implementers and support function for the youth, and their capacitation will leave the youth with a platform from which they can continue their advocacy after project end, guaranteeing that they are not left in dependency. Currently, APJ’s Regional Chapters count with representation from 18 CSOs, but this number is expected to increase during the project as more CSOs will be invited to join the Chapters to participate in this project. Secondary target groups - 13.500 persons (3.500 in the regions, 10.000 at the national level) - Justice and Security Operators (JSOs) and elected government officials The project counts with two secondary target groups. Firstly, at least 13.500 persons will be mobilized through local and national campaigns, establishing solid popular support for the demands of the youth; 3.500 (500 per region) will be sensitized to sign petitions in support of the demands of the youth, and the larger number of 10.000 will participate in initiatives at the national level promoted by the youth. Secondly, decision-makers comprising JSOs (Secretaria de Seguridad, Judicial powers and Ministry of Public Affairs) and elected officials at the local and national level will be targeted and sensitized through Bipartite Tables and High-level meetings. As will be described in more detail later, one of the core strategies of APJ in general and the project specifically is the facilitation of encounters between decision-makers and actors of civil society, facilitating a space of participation for CSOs and strengthening collaboration and trust between the two sectors.

I dette projekt trænes ungdomsledere fra CSOer i syv (7) forskellige regioner i Honduras i at lave evidensbaseret fortalervirksomhed rettet mod en ungdomsvenlig sikkerhedsreform, der sænker de høje volds- og mordrater blandt unge i landet. De unge leder en proces, der bygger på tre komponenter: (1) undersøgelser af funktionalitet og lokalbefolkningers opfattelse af de offentlige myndigheder, (2) lokale og nationale kampagner og aktiviteter med henblik på massiv folkelig mobilisering til støtte for reformkrav, og (3) møder med lokale myndigheder og afholdelse af et nationalt topmøde, hvor reformforslag præsenteres. Sideløbende hermed arbejder projektet med at opbygge den finansielle og organisatoriske kapacitet hos de lokale CSO'er til at arbejde strategisk med ungdoms-drevet fortalervirksomhed.
