Quechua communities in the Ayacucho region of the Peruvian Andes have experienced disruption of their organisational capacity and leadership structures due to a manipulative land reform and the aftermath of the armed conflict with the terrorist group, Shining Path. In response, AXIS, Tarea and Las Manuelas will systematise and consolidate existing primary-level experiences with Intercultural Bilingual Education (EIB) and develop a more advanced pedagogical model for secondary EIB and a first curriculum focused on strengthening community organisation and governance capacities for Quechua adults. All proposals engage community members of all ages and roles as active participants in EIB processes. Advocacy through strengthened Quechua community and EIB alliances will secure immediate and long-term implementation of EIB organic gardening pedagogy within basic education through Ayacucho’s Regional Education Project 2025–2036 and the adult curriculum will be validated by Quechua authorities.
