The programme focus is strengthening climate resilience for poor smallholder farmers as a strategy to alleviate poverty in rural communities of the Lake Victoria Basin, Migori, Homa Bay, Siaya and Busia counties in Kenya, and Magu and Misungwi districts in Tanzania. It works with CBOs and CSOs who are active within the natural resource management sector, paying particular attention to agriculture and food security, on their right to participate in the local planning within subnational decentralisation processes. The expected outcomes: Local government authorities integrate community-based climate change adaptation priorities in local policies, plans and budgets and are responsive to the communities; CSOs, community groups and community representative bodies are strengthened to claim and exercise their rights to participation in local planning and budgeting processes; Climate change adaptation capabilities of communities of poor smallholder farmers are strengthened.
