CLAIM Phase 1 explores an innovative slum transformation model in Kinawataka, Kampala, using collective land ownership and land value capture to co-fund housing without displacement. This preparatory phase 1 builds capacity at local partners ACTogether Uganda and National Slum Dwellers Federation of Uganda and authorities (Kampala Capital City Authority, financial institutions, and the Ministry of Lands, Housing and Urban Development) to understand and potentially implement housing cooperatives for the urban poor. Phase 1 does not deliver physical improvements but creates the knowledge foundation and stakeholder alignment necessary for a potential subsequent pilot project. Expected outcomes include trained partners capable of leading slum transformation, identified legal pathways, drafted cooperative frameworks, and informed residents and authorities ready to test the model, thereby addressing one of Africa's most pressing challenges: sustainable, inclusive urban development.
