Overall targets

Roma- and tribal children in Tamil Nadu, India, grow up with equal access to basic education and health care

Immediate targets

Objective 1: By the end of the project, the Angawadi Centres and their services has extended reach to include Roma- and tribal communities in 30 villages, due to pressure from CECOWOR and the communities. Objective 2: By the end of the project, the percentage of Roma and tribal children in 30 villages that are completing primary school (class 8) has increased. Objective 3: By the end of the project, the Roma and tribal population has been empowered and are actively claiming their rights.

Target groups

Primary target group: he population in the 30 villages will be targeted through awareness campaigns, which aim to reach all villagers. In addition, specific target groups will be included through target activities and capacity building. These are: 1) Approximately 260 children 3-5 years old that will benefit from enrolment in preschool 2) Approximately 600 children 6-14 years old that will be involved through children’s groups. In addition, they will benefit through enrolment in primary school 3) Approximately 300 mothers who will form Child Support Groups and receive training Secondary target group: Legal duty bearers that will be targeted through strategic advocacy, including training and meetings. These include: Village level • Anganwadi Workers and Angawadi Helpers (employed under the ICDS program) • Anganwadi level monitoring and support committee (CDPO, Chairman and members) District and block level • SSA authorities Additional Chief, Educational Officer and SSA block coordinators • ICDS authorities, including District Programme Officer, Child Development Project Officer • Gypsy board (chairman), a government authority in charge of administering positive discrimination schemes for Roma. The Board will be utilized to find and engage role models from the Roma community, and to provide a link between the government and the socially excluded community. • District differently abled welfare office (District differently abled welfare officer) • Revenue department (Tahsildar/ head of sub-district) • Public health department (Block medical officer, Village Health Nurse)

Projektet implementeres i staten Tamil Nadu i Sydøstindien, hvor særligt Romaer og det oprindelige folk er udfordret af ekstrem fattigdom, analfabetisme og diskrimination. Målet med dette projekt er at adressere de faktorer, der begrænser denne befolkningsgruppes lige adgange til uddannelse og sundhedsydelser. Dette vil bl.a. gøres ved at sikre at de eksisterende regeringsprogrammer og lovgivning på området, herunder ICDS og SSA, når ud til målgruppen. Projektet vil lægge pres på myndighederne og holde dem ansvarlige gennem fortalervirksomhed for at sikre inklusion af målgruppen. Romaerne og de oprindelige folk vil ligeledes blive gjort opmærksom på vigtigheden af sende deres børn i førskole og grundskole. De vil ligeledes blive styrket gennem træning af frivillige landsbyaktivister, oprettelse af Child Support Groups og børnegrupper, træning og oplysning, så de på sigt kan advokere på egne vegne.
