The programme is designed as a proof of concept, demonstrating how organised women, supported by formal and non-formal civic education, can effectively represent civil society through structured dialogue and advocacy with municipal authorities in Bolivia. Building on previous experiences of AXIS and its partners CETM, Red Kallpachakuy Warmi and Solo Tú in a similar network addressing youth and gender-based violence, the objective is to validate whether this participatory model can be transferred to other public service sectors and governance challenges. To test the approach and assess its potential for replication and scale-up, the programme focuses on the right to a clean environment, addressed through solid waste management in the municipality of Sacaba, Cochabamba. While expected to generate environmental and public health benefits, its primary aim remains to validate a gender-responsive public participation model capable of improving lives more broadly.
