The proposed Early Action intervention aims to reduce the anticipated impacts of climate-induced disasters on 4240 vulnerable individuals (600 households) in six high-risk villages in Muzaffarabad District Azad Jammu Kashmir. Based on the Pakistan Meteorological Department’s May–June–July 2026 outlook of above-normal rainfall and increased flood risk, the intervention will implement timely preparedness measures before peak monsoon. Existing Village Organisations (VOs) will be expanded, and 150 members trained on DRR, EWS, Early Action and evacuation planning, facilitated by the State Disaster Management Authority (SDMA). Of these, 18 members will receive first aid and emergency response training from Rescue 1122. The VOs will support awareness, preparedness messaging, evacuation planning and simulations. In addition, 150 highly vulnerable households will receive PKR 30,000 cash support. The intended change is that at-risk communities act earlier on warnings and reduce disaster impacts.
