EXECUTIVE SUMMARY This project aims to strengthen the leadership, rights awareness, and collective advocacy capacity of Irula communities across three districts in Tamil Nadu, India. Through a structured leadership programme Irula community members will increase their knowledge of fundamental rights like access to land, clean water, schooling, social protection and other public services. Participants will then develop practical advocacy skills to engage with local government institutions and participate in democratic processes. Those demonstrating strong leadership skills will receive advanced training on how to mobilise their communities, lead collective action and potentially stand for local elections. The initiative is rooted in a long-standing partnership between three organisations across Tamil Nadu. While they each encounter similar challenges of discrimination, exclusion and a restrictive civil space, they operate in distinct local contexts that have shaped their expertise.
