This project is the 7-month inception phase of a three-year strategy to strengthen energy resilience in Kyiv’s multi-apartment buildings through Homeowners’ Associations (HOAs) and supportive municipal frameworks. The project strengthens key actors working under wartime conditions: Ecoaction and the National Platform of HOAs. Main activities include: (a) improving Ecoaction staff well-being and operational continuity through burnout training, individual anti-burnout support, and portable power stations; (b) strengthening the National Platform of HOAs through tailored trainings, and organisational development support; and (c) structuring collaboration with Kyiv City authorities, conducting a survey of HOAs, and disseminating a policy brief with actionable recommendations. The intended change is more resilient civil society partners and an evidence-based collaboration with municipal authorities—laying the groundwork for scaling energy efficiency and local renewables in Kyiv and beyond.
