The International Charitable Foundation Alliance for Public Health (APH), formerly the International HIV/AIDS Alliance in Ukraine, is a leading NGO addressing HIV, tuberculosis, viral hepatitis, and related health and social challenges among marginalised and underserved populations. Its mission is to improve health and quality of life for disadvantaged communities by delivering innovative, person-centred interventions grounded in inclusivity, human rights, and sustainability. Working with state institutions and civil society partners, APH programmes reach more than 250,000 vulnerable people annually, the largest coverage in Europe. While primarily focused on Ukraine, APH also contributes across Eastern Europe, Central Asia, and through global partnerships. Established in 2000 under the Transatlantic HIV Prevention Initiative (USAID & EU), APH became an independent Ukrainian NGO in 2003 and since 2009 has operated with its own governance while remaining part of the Frontline AIDS partnership. In 2018, it became the only organisation in EECA to earn full accreditation from Frontline AIDS (UK), confirming compliance with 38 international standards in governance, management, and HIV programming. APH has played a pivotal role in Ukraine’s HIV response, pioneering the scale-up of antiretroviral therapy, substitution maintenance therapy, and innovative HIV prevention – including mobile, peer-led, social network, and digitally facilitated approaches, as well as optimised HIV/TB case finding. APH drives operational research and global innovation, with WHO recognising its programmes as European best practices. Since the full-scale invasion, APH has expanded into humanitarian response: supporting over 900 community initiatives addressing war-related damage, mental health, and basic needs; establishing a rehabilitation and reintegration centre for injured veterans and civilians; and deploying mobile teams to deliver essential health services in frontline areas with devastated.
