Lombay Ka Marawi: Arising to uphold IDP rights

During the armed conflict in Marawi City in 2017, the government and NGOs responded immediately to the crisis. DIB, ALTERPLAN, ICESDev, Feed the Children, and PHILSSA provided support to families displaced by the siege, particularly community- and home-based internally displaced persons (IDPs). Through their continued cooperation, the IDPs became convinced that working collectively for their rights would be more effective than acting individually. On December 17, 2017, the first organizational meeting of Lombay Ka Marawi (LKM) was held, and in July 2018, the organization was formally registered with the Security and Exchange Commission (SEC). LKM’s vision is justice for all, lasting peace and unity, including the rebuilding of religious institutions, preservation of culture and heritage, sustainable livelihoods, access to basic needs, education, protection of Lanao Lake, and the speedy implementation of a genuine and comprehensive Marawi rehabilitation plan. Over the last five years, LKM has carried out a range of activities, including: Unconditional cash grants for food, medicine, education, and essential household expenses. Health monitoring and interventions for IDP communities. Psychosocial support for children, youth, and women affected by displacement and conflict. Studies and assessments, including profiling families with special needs, mapping village and clan affiliations, and assessing skills and livelihood opportunities. Feeding programs, medical missions, and relief operations. Development of basic community infrastructure, such as toilets, dirty kitchens, water systems, and temporary shelters. Agricultural assistance and home gardens to improve food security and livelihoods. Livelihood support for LKM’s 19 chapters through locally appropriate income-generating activities. LKM’s main advocacy priorities are Return to Marawi, Permanent Resettlement, Marawi Siege Victims Compensation Act and Livelihood Recovery and Economic Reintegration.
